David is the lead author of Agile Policy Project Management (APPM), a tailored project methodology designed to be used by non-experts who manage policy projects across both central and local government.
Traditional project management operates on the basis of detailed planning at the outset and managing any changes as ‘exceptions’. Change is generally viewed as a problem because it upsets already planned and committed schedules.
Policy projects, on the other hand, need change to discover the missing pieces of the solution. APPM presents an entirely different way of project thinking. It has been specifically designed to address the main challenge faced by policy projects – namely that at the outset of a project the goal (i.e. end state) can be defined but the solution (i.e. how we get there) cannot.
APPM provides:
- a process model and tailored approach to applying the principles of Agile project management in a policy setting; and
- a series of tailored tools and templates to support each step in the process.
